The claim

Health coverage and primary healthcare financing expanded measurably, per a Federal Ministry of Health statement of 27 June 2026.

Figures

Health insurance coverage now over 22 million people, with 6 million added in three years. Over 8,000 primary healthcare centres on quarterly direct facility financing, over 3,000 upgraded to Level 2, around 1,000 more under revitalisation, with assessment to expand to 17,600. Over 48,000 women received free emergency obstetric care. Over 4,700 VVF repair surgeries across 207 facilities. ₦32.8bn BHCPF approved for states; ₦235bn of ₦339bn lifetime BHCPF released in the last three years.

The counter-argument

22 million covered is under 10% of a population of roughly 239 million. Coverage expansion is real and the base was very low; do not present it as approaching universal.
