Nigeria First procurement policy

Figures below refer to 30 June 2026 unless stated otherwise.

The claim

The 'Nigeria First' policy, approved by the Federal Executive Council on 5 May 2025 and in force through 2026, requires MDAs to prioritise Nigerian goods and services.

Figures

The Bureau of Public Procurement sets local-content thresholds. Foreign suppliers require written waivers with technology-transfer conditions, and violations can void contracts. Named priority sectors: sugar, cement, automotive, pharmaceuticals and textiles.

The counter-argument

Documented criticisms are local capacity constraints, infrastructure deficits and the risk of waiver abuse.
